Population and Co-enrollment Reports

The Workforce Innovation and Opportunity Act (WIOA) Population and Co-Enrollment Dashboard is a series of interactive, descriptive reports on the various WIOA Title and Partner Programs. The reports focus on population size, relative population size, population overlap, and co-enrollment among programs. Population refers to the number of reportable individuals and/or participants. Reportable individuals are people who either applied for and did not receive services or they accessed self-service options available on Job Center of Wisconsin (JCW). People who reach a specific level of service, defined by each program, are called participants. Participant data is used to determine if programs are successful. For example, one measure used to determine a program's success is the wages participants earn after leaving a program.

There are four reports to describe the population size of the programs and three reports to describe the co-enrollment among programs. The data is viewable statewide and by the Workforce Development Area (WDA) of the person served.

The reports are updated annually and based on WIOA Program Year. The reports are intended for use by program managers, policy analysts, integrated service delivery teams, local workforce development area management teams, local workforce boards and one-stop operators, in their strategic planning processes for activities and goals related to improving overall integrated service delivery and the one-stop customer experience.

The information in the tabs below are definitions of terms used in the dashboard.

Co-Enrollment WIOA Programs WDAs Time Periods

Co-Enrollment

Co-Enrolled Individual: An individual who is a Participant and/or Reportable in more than one WIOA partner program within a program year.

To count as co-enrolled, an individual's enrollment does not have to be concurrent within the program year. Co-Enrollment totals are based on population type and report period selected on the dashboard. Co-Enrollment is checked by matching social security numbers (SSNs).

WIOA Title and Partner Programs

Below is a list of the 2014-2020 WIOA State Plan Title and Partner Programs. The information includes a description of the program, and the definition of a reportable individual or a participant for that specific program.

This program helps people find employment and may fund training when needed for an individual to gain or retain employment.

The Adult Program serves people who are at least 18 years old, eligible to work in the U.S., and (if applicable) registered for Selective Service.

The Dislocated Worker Program serves individuals, eligible to work in the U.S., and (if applicable) registered for Selective Service who have lost their jobs and who fit into one of the dislocated worker categories defined in WIOA.

The Youth Program serves in-school youth (ages 14-21) and out-of-school youth (ages 16-24) who need assistance with training or education to enter the workforce successfully. The focus is on young people with barriers to success.

A participant is someone eligible for one of the Title 1 programs who has received a service that DOL defines as "participation-causing." These are training and career services that require personalized attention from a career planner.

A reportable individual is one who has taken some action demonstrating an intent to use workforce development program services and who has met specific reporting criteria, including:

  • An individual who provides identifying information;
  • An individual who only uses the self-service system; or
  • An individual who only receives information only services or activities.

The Wisconsin Technical College System (WTCS) administers this grant to providers that assist adults in obtaining the necessary education and skills to complete secondary education or its equivalent to join the workforce. This program also provides adult literacy training and other services to assist adults in developing the knowledge and skills necessary for employment and self-sufficiency.

Title 2 data is not included in the Population and Co-enrollment Dashboard.

Job Service provides job search services to job seekers and recruitment assistance to employers through a statewide network of Job Centers and online at https://jobcenterofwisconsin.com/.

A participant is any reportable individual who has received a Basic Career-Staff Assisted service or an Individualized Career Service from Job Service staff.

A reportable individual is one who has taken some action demonstrating an intent to use workforce development program services and who met has specific reporting criteria, including:

  • An individual who provides identifying information;
  • An individual who only uses the self-service system; or
  • An individual who only receives information only services or activities.

The Division of Vocational Rehabilitation (DVR) is a program designed to assist people with disabilities to find a job, keep a job, or get a better job by working with DVR consumers, employers, and other partners.

Who are Reportable Individuals?

A reportable individual is an individual who has taken action that demonstrates intent to use program services and who meets specific reporting criteria of the program. Reportable individuals must be reported in the RSA-911. For the purposes of VR program, a reportable individual includes students with disabilities who solely receive pre-employment transition services, and individuals who have not applied or been determined eligible for VR services. Reportable Individuals are not included in calculations of performance because they do not meet the definition of a participant.

In the RSA-911, Reportable Individuals are those whose service records meet the following conditions:

  • Data Element 7: Date of Application is not blank; or
  • Data Element 96: Start Date of Pre-Employment Transition Services is not blank.

Reportable individuals must be reported until the quarter after they exit the VR program (Data Element 353: Date of Exit).

Who are Participants?

For purposes of the VR program, a participant is a reportable individual who has applied and been determined eligible for VR services, has an approved and signed IPE, and has begun to receive services under the IPE. Participants are included in the calculations of performance.

In the RSA-911, Participants are individuals whose service records meet the following conditions:

  • Data Element 7: Date of Application is not blank;
  • Data Element 38: Date of Eligibility Determination is not blank;
  • Data Element 48: Date of Most Recent IPE or Amendment is not blank;
  • Data Element 127: Start Date of Initial VR Service on or after IPE is not blank; and
  • Data Element 353: Date of Exit is blank.

The JVSG Program serves two distinct customers: Veterans and Wisconsin employers.

Veteran participants are Veterans with significant barriers to employment, who are served by Disabled Veteran Outreach Staff. Business services and employer outreach are provided to Wisconsin employer participants through local Veteran Employment Staff.

The reportable individual category does not apply to this program. However, for the sake of comparability, a reportable individual is one who provides identifying information but has not risen to the level of participation.

The Trade Adjustment Assistance Program (TAA) provides benefits and services to workers who lose their jobs due to foreign competition, including work being moved outside of the United States.

A participant is an individual who has received benefits or services funded by the TAA program, after satisfying all applicable programmatic requirements, such as an eligibility determination (TEGL 14-18, Attachment 10, Sec. 2B).

The reportable individual category does not apply to this program. However, for the sake of comparability, a reportable individual is one who provides identifying information but has not risen to the level of participation.

WDAs

WDA: A grouping of counties within the state form a Workforce Development Area, or WDA.

Customers are served based on their designated WDA service area. The following map shows how Wisconsin is divided into 11 WDAs and the counties included in each WDA.

Data is collected and reported differently for many different state and federal programs. The data in the Population and Co-enrollment Dashboard is reported by Program Year. Below is a chart comparing varies reporting time periods for reference.
